Home Construction Insurance Company (HCIC) offers a stable, renewable and affordable commercial general liability insurance program to California
and Arizona homebuilders with annual sales revenues of $2.5 Million to $400 Million engaged in single family, residential construction. There is a small capacity for attached and commercial risk within a single-family construction project.

The program is administered and underwritten Jansen and Hastings Insurance Intermediaries Ltd and sponsored by the California Building Industry Association (CBIA).

Coverages Offered:

  • Occurrence annual renewable policies
  • Claims-Made annual renewable policies
  • Annually renewable rolling wrap coverage policies
  • Project-specific traditional policies (for existing members)
  • Project-specific wrap coverage policies (for existing members)
Primary Policy limits are available as follows (for all coverages):
  • $1,000,000 per occurrence/$2,000,000 annual aggregate
  • $2,000,000 products/completed operations aggregate
  • $50,000 Fire Damage Legal Liability
  • $5,000 Medical Payments
  • $1,000,000 each employee limits/$1,000,000 aggregate for Employee benefits.

Excess Options

Through agreements with various “A” rated reinsurers, HCIC has the ability to write coverage with the following limits:

  • $2,000,000 per occurrence/$2,000,000 annual aggregate
  • $2,000,000 products/completed operations aggregate
  • $50,000 Fire Damage Legal Liability
  • $5,000 Medical Payments
  • $1,000,000 each employee limits/$1,000,000 aggregate for Employee benefits.

Up to:

  • $5,000,000 per occurrence/$5,000,000 annual aggregate
  • $5,000,000 products/completed operations aggregate
  • $50,000 Fire Damage Legal Liability
  • $5,000 Medical Payments
  • $1,000,000 each employee limits/$1,000,000 aggregate for Employee benefits.

Pricing for these limits is very competitive and ranges from 30% to 60% of the primary limit premium.

Minimum Premium

HCIC’s minimum premium can be as low as $25,0000 for certain classes of risk.

Risk Mitigation Requirements:
HCIC does not require a warranty but does utilize third party inspection and risk management assessments (DBH Resources Reviews) as part of its risk mitigation measures.

Self-Insured Retention Levels
An HCIC policy will contain a self-insured retention level (SIR) amount which the policyholder must incur prior to triggering coverage. HCIC’s average SIR is approximately $25,000 with an ability to increase or decrease based on underwriting criteria as well as a policyholder’s willingness to accept more risk for a lower premium. For wrap coverages, the minimum SIR is $50,000.

Claims Handling
Claims are handled by Devonshire Group, a California based company with extensive experience in construction defect, general liability, products liability, errors and omissions and toxic torts. Devonshire Group’s claims professionals possess significant experience and demonstrate a high level of sophistication in handling complex claims and coverage issues. In today's ever-changing legal environment, Devonshire Group offers a level of service that rises above most other claims administrators. devonshiregroup.com It is important to note, that because HCIC is a builder-owned Company, great emphasis is put on pro-active claims handling. HCIC has a Board of Directors sub-committee specifically for claims that provides oversight in the handling of any given claim. A builder-Board member heads this committee.

Accessing the Program
Coverage through HCIC is accessed through the Group’s Preferred Brokers and Approved Brokers. Brokers on the HCIC Preferred and Approved list have the most experience in placing builders in the program and have demonstrated experience in construction risk and risk retention groups.

If you don’t see your broker on this list and would like a submission placed via your current broker, HCIC will work your current broker upon confirmation of their ability and willingness to write with a risk retention group.
